REGULAR MEETING                                                                                                           SEPT. 2, 2008
OLD SENIOR CENTER                                                                                                         6:30 P. M.

First Selectman Eldredge called the meeting to order at 6:30 P.M. with the following in attendance:  Selectmen Palmer & Charette, L. Nicholls, and residents.  First Selectman Eldredge led the Pledge of Allegiance.

APPROVAL OF MINUTES
SELECTMAN CHARETTE MOVED TO APPROVE THE MINUTES OF 8/18/08.  
Selectman Palmer seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

PRESENT TO SPEAK – No one.

CORRESPONDENCE
A list of correspondence was available at the meeting and in the Selectman’s office.

PUBLIC WORKS
Lynn Nicholls reported they started shimming on Moose Meadow Rd. and did 100.37 tons, from Rt. 74 to Turnpike Rd.  They did 8.08 tons on Liska Rd. the bottom and side.  The total cost for the asphalt was $8,693.10, 1 truck was used at a cost of $810.  The chip sealing total was $153,134.32.  Thurs. they plan to sweep part of Jared Sparks Rd.  Lynn commented Greg Peck, who was hired to do the mowing in Town, is doing an excellent job mowing.  First Selectman Eldredge commented he is pleased.  Lynn commented she was at the BOE meeting and they are pleased also.  This saves Lynn assigning 2 people to do the mowing.  Lynn commented she has talked to the person who sprays poison ivy for the State.  He will get back to her with a price for the Town.  You must be licensed to do this and it is a State bid.  Lynn commented the Dept. of Corrections got back to her about doing our signs.  They cannot beat the price we get now.  Lynn commented there is an issue on Michalec Road with grading, we need leak offs.  Discussion on what work is needed followed.  Selectman Charette commented the large pothole on Lohse Rd. needs to be done.  Lynn commented she is getting asphalt for that.  Lynn commented she wants to make sure the party on Pinney Hill Rd. understands they are just replacing the broken curbing.  First Selectman Eldredge commented yes they do.
Lynn commented they spent $9,000 on asphalt that is needed for potholes on the roads and she wants to get to that before any more storms come.  First Selectman Eldredge commented do the curbing on Pinney Hill Road and build up the driveway lip a little bit first.  Try to do the major potholes.  Selectman Charette asked did we hear anything more on the Kechkes Rd. access road?  First Selectman Eldredge commented not yet.

SELECTMAN PALMER MOVED TO HOLD THE FOLLOWING TOWN MEETING ON SEPT. 10, 2008 AT 7:00 P.M. AT THE TOWN HALL:
The electors of the Town of Willington and all persons who are entitled to vote in Town Meeting on the matters mentioned in the following warning are hereby warned and notified to meet in Town Meeting at the TOWN HALL at 11 COMMON ROAD in Willington on September 10, 2008 at 7:00 P.M. for the following purposes:

ITEM I
To see if the townspeople, on the recommendation of the Board of Finance, will authorize the appropriation of $30,000 from the Capital Reserve Fund for the purpose of funding a storage building, a well, electrical power and single light pole, the plumbing hardware and secondary expansion tank at the River Road Athletic Complex.

ITEM II
To see if the townspeople, on the recommendation of the Board of Finance, will authorize the appropriation of $120,000 from LOCIP and $110,000 from the Capital Reserve Fund, for a total appropriation of $230,000 for the design and construction of the Kechkes Road Bridge.

ITEM III
To see if the townspeople, on the recommendation of the Board of Finance, will authorize the
appropriation of $196,000 from EDI Grant B-08-SP-CT-0408 for the design and construction of infrastructure for the Senior Housing Cottages.

Selectman Charette seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

Selectman Charette asked do we know what we are doing for the Kechkes Road Bridge?  First Selectman Eldredge commented we have to sit down with Karl Acimovic; we may go with a one lane small bridge as close as possible to what is there now.

FIRST SELECTMAN ELDREDGE MOVED TO ADD TAX REFUNDS TO THE AGENDA.
Selectman Charette seconded the motion.

TAX REFUNDS
FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $383.43 TO DANNY PELLETIER.
Selectman Palmer seconded the motion.
VOTE:  3 YES (ELDREDGE, PALMER & CHARETTE)    0  NO

FIRST SELECTMAN ELDREDGE MOVED TO APPROVE A TAX REFUND OF $710.48 TO JOHN W. OR JUDITH A. TRAPP.
Selectman Charette seconded the motion.
VOTE:  3YES (ELDREDGE, PALMER & CHARETTE)    0  NO

GOOD & WELFARE

First Selectman Eldredge commented the Recreation Dept. is doing a fund raiser selling reflective house signs with numbers on them.  The Fire Departments support this and Recreation would like our support.
FIRST SELECTMAN ELDREDGE MOVED THAT THE BOARD OF SELECTMEN SUPPORT THE RECREATION DEPARTMENT’S FUND RAISER.
Selectman Charette seconded the motion.

First Selectman Eldredge commented it is E. O. Smith’s 50TH. Anniversary.
FIRST SELECTMAN ELDREDGE MOVED TO SEND THE FOLLOWING LETTER TO E.O. SMITH HIGH SCHOOL ON THEIR 50TH. ANNIVERSARY:
ON BEHALF OF THE RESIDENTS OF THE TOWN OF WILLINGTON, THE WILLINGTON BOARD OF SELECTMEN CONGRATULATES THE CURRENT AND PAST EDWIN 0. SMITH STUDENTS FROM WILLINGTON, ASHFORD AND MANSFIELD, AS WELL AS THE CURRENT AND PAST ADMINISTRATION, FACULTY AND STAFF OF REGIONAL SCHOOL DISTRICT #19 FOR 50 YEARS OF EDUCATIONAL EXCELLENCE AT EDWIN 0. SMITH HIGH SCHOOL.
Selectman Charette seconded the motion.

Selectman Charette commented that the Car Show will be held on the Town Green on Oct. 4, 2008 from 11:00 A.M. to 3:00 P.M.  The rain date is October 5, 2008.

Lynn Nicholls commented she wishes the Flea Market good luck.

Selectman Charette asked when will the Senior water be retested.  First Selectman Eldredge commented it is going on now.  The Dept. of Health said bottle water was not necessary.  Selectman Charette asked is there an additional something we will have to do.  First Selectman Eldredge commented hopefully not but we may have to add to the PH level.

First Selectman Eldredge suggested that Selectman Palmer and Selectman Charette talk to the Union representative about starting negotiations.  This will be done.
